The moderate Democrat defeated Andy Biggs by leaning on border security and tax relief in a state that voted Republican in 2024.

Arizona voters chose to keep their current administration in power, selecting Democratic Gov. Katie Hobbs for a second term over Republican Rep. Andy Biggs. The result solidifies leadership in a state that backed Donald Trump by five percentage points in the 2024 presidential election. Hobbs will now continue to govern as a moderate in a region that frequently leans toward conservative economic policies.
Hobbs framed her campaign around fiscal restraint and border protection. She positioned herself as a candidate who could appeal to non-Democrats by emphasizing tax cuts. Her selection of John Giles, a former Republican mayor of Mesa, as her running mate for lieutenant governor reinforced this bipartisan approach. In a video announcing the pairing, Hobbs stated that the ticket was ready to fight for those who believe in protecting freedoms and putting Arizona first.
The candidate distinguished her record from the national Republican agenda. She criticized the Iran war and tariff policies associated with the Trump administration. During her first term, she implemented a three-year pause on tax incentives for data centers. Her team highlighted that she signed more than 900 pieces of bipartisan legislation, arguing for a style of governance focused on legislative cooperation rather than confrontation.
Biggs attacked the governor for issuing a record number of vetoes during her four years in office. He argued that his approach would involve working with the legislature rather than against it. Biggs also focused on Hobbs' refusal to hold traditional debates, a strategy she used successfully in 2022. She defeated Kari Lake by approximately 17,000 votes in that contest, a result Lake challenged in court but ultimately lost. Hobbs described debates as political theater and maintained that her voting record proved her commitment to the state's interests.
The race featured shifting endorsements from Donald Trump. He initially supported businesswoman Karrin Taylor Robson when she entered the contest in early 2025. After Robson dropped out, Trump gave his complete and total endorsement to Biggs. Biggs acknowledged the finality of the 2022 election during the campaign, stating that every court had ruled Hobbs the winner. He confirmed he would accept the outcome of the current race and certify the results, citing improved election security since 2020.
