Katy Padilla Stout won Tuesday night in the special election for Texas' 23rd Congressional District.
Stout defeated Republican Brandon Herrera and independent Ben Mendoza in a race that drew national scrutiny. The district covers parts of San Antonio and stretches along the U.S.-Mexico border in West and South Texas. Republicans have controlled the seat since 2015.
The vacancy arose when former Representative Tony Gonzales resigned from the House. Gonzales announced he would not seek reelection after a personal scandal involving an affair with a former staffer emerged. That staffer later died by suicide. Herrera, a gun manufacturer and YouTube personality known as the "AK Guy," forced Gonzales into a runoff before Gonzales dropped out. Herrera then became the Republican nominee for the November contest.
Former President Donald Trump endorsed Herrera following Gonzales' withdrawal. Trump argued that Herrera would focus on growing the economy, cutting taxes and regulations, and expanding domestic energy production. He also stated that Herrera would secure the border and protect Second Amendment rights. Stout is an attorney and former teacher. The Democratic Congressional Campaign Committee added the district to its "Districts in Play" list in August. The DCCC cited Herrera's controversial public profile as an opportunity in the heavily Latino district. The committee said it would invest additional resources in the race.
Republicans maintained that the district remained favorable to their party despite the national attention on the candidates. The party pointed to the district's history and demographics in defending their position. Stout will serve a two-year term in the U.S. House. The result impacts the balance of power in the chamber as both parties compete for control.
The race concluded with Stout declared the winner on Tuesday night. The outcome reflects the shifting dynamics in a district that has become a focal point for both major parties. The seat was previously held by a Republican before the vacancy occurred.
